Is there a cell phone in the U.S. that can be unlocked completely work with GSM and GPS in Europe?

I would buy a cell phone here in the U.S. to work Well have released the U.S. GPS (perhaps Google maps). Now, the same phone that I would be able to open its GSM network to work with any company in Europe and have some kind of maps of Europe and work load. Thank you very much!
